At a glance

Albania provisionally closed Chapter 20 of its EU accession negotiations, which covers enterprise and industrial policy, at the 10th accession conference with the EU in Luxembourg on 13 October 2026, according to the Council of the EU. It is the fourth of Albania's 33 negotiating chapters to be provisionally closed, Agence Europe reported.

Prime Minister Edi Rama led Albania's delegation. Ireland, which holds the rotating presidency of the Council of the EU, was represented by minister Thomas Byrne, and Enlargement Commissioner Marta Kos also took part, inAlbania reported. Kos said the EU supported Albania's goal of closing all negotiating chapters by the end of 2027, while calling for reforms to continue, particularly on the rule of law, according to Agence Europe. Rama said progress should be measured by the reforms carried out and by stronger institutions, inAlbania reported.

The conference had been cleared in advance by COREPER, the committee of member states' ambassadors to the EU, Argumentum and Euronews Albania reported. Rama announced the EU's green light on social media on 9 October.

What Chapter 20 covers

Chapter 20 belongs to the cluster on competitiveness and inclusive growth. It deals with the business environment, competitiveness and support for small and medium-sized enterprises. The European Commission has assessed Albania's preparation in this area as between moderate and good, according to Euronews Albania.

Where the talks stand

Albania opened all six negotiating clusters during 2025. In May 2026 it received the EU's interim benchmark assessment report, which allows chapters to be closed, becoming only the second candidate after Montenegro to do so. Its first three chapters, on science and research, education and culture, and external relations, were provisionally closed on 14 July, according to European Western Balkans.

Albania aims to conclude negotiations by the end of 2027. For what accession could mean for businesses, see the EU section of our investment guide.

Update (14 October 2026): this brief was first published on 13 October, before the accession conference took place. It has been updated with the outcome of the conference.

Why it matters

A provisional closure is a milestone, not a final verdict. Albania still has 29 chapters open, including the demanding rule-of-law chapters, and every chapter must be closed before an accession treaty can be signed. Chapter 20 deals directly with the business environment and support for small firms, which makes it one of the more relevant chapters for foreign investors. The 2027 target is ambitious, and Commissioner Kos singled out the rule of law as the area where reform has to continue.
